Content of the new contributions:
     On the basis of theoretical and practical management of scientific research , the thesis has identified the problem when studying theoretical scientific research in general, especially when forming the theoretical study management of scientific research topics at the grassroots level in training establishments for Education Managers . The main results include:
Theories:
      -  This thesis proposes definition of management in approach of management subject access. Accordingly, in addition to clarifying concepts used to define as: Management subject, individuals/organizations involved, this thesis emphasizes the targeted impact and has paid special attention to thinking operations management subject ("Thong, Dieu, Phuong, Nguyen") before making a managemenent decision to perform management functions...
      -  The thesis points out the implementation of scientific research topic at the institutional level in training establishments for Education Managers;
      -  Clarify organizational management topics at the institutional Research in training establishments for Education Managers;
      -  Clarifies roles, responsibilities and specific actions of management subjects and subjects related to participation in management of scientific research topics at the institutional level in training establishments for Education Managers.
       -    The thesis clarified 06 specific management contents science research in training establishments for Education Managers (clarification of concept, meaning and management content - reflect the role and responsibilities of the entities managing the implementation of its management function), including: management and construction consulting research problems; Management recruitment consultant research notes (Council for Science and Training and the heads of agencies / organizations will benefit research results of scientific research are primarily responsible for counseling; Heads training establishments for Education Managers decision); Manage deployment and test research; Management evaluation and acceptance; Manage implementation of copyright and ownership of research results; Management applies research results into practice.
       -  This thesis mentions subjective factor: role, responsibility of management subject and relevant subjects is a subjectively important factor. This thesis also mentions basic objective factors: 09 other factors impacting on the management of institutional level science research in training establishments for Education Managers.
Practices:
       -  Proposed specific procedures for managing institutional level in training establishments for Education Managers (Demonstrating the sequence of steps that all members are related to implementa tion);
       -  Direction of the search, discovery and creativity of the faculty/researchers in scientific research at the disposal of the shortcomings in the activities of individuals and entities; Direction of research results of scientific research projects at grassroots level in real applications.
Solutions
      -  The thesis proposes solution 1, referring to the role and responsibility of the head of education managers training institutions to enhance the role and responsibilities of the entities managed through the improvement of mechanisms and policies in Research in education managers training institutions to improve the efficiency of environmental scientific research.

      -  For the purpose of perfecting the specific process towards openness, transparency and accountability when managed properly the subject of Scientific Research at the institutional level in education managers training institutions, the thesis proposes the complete 06 processes in the 2nd solution, including: Process of Consulting and Choosing research topic; research description consultant process; The process of conducting research and examination; Process evaluation and acceptance; The process of implementing the copyright and ownership research results; The process of applying research results into practice.
      -  The thesis also proposes 3rd solution refers to the basic content management subjects as well as subjects related to each other in relation to both the legal aspects and interaction (negotiation) to reach a consensus in the process of implementing scientific research at institutional level.
